Laws and statutes

Hi,
I've been interested in the Freeman-On-The-Land research into laws and statutes and think their findings could also be put to use on the canals. I'd be interested if anyone knows or has used the principals. I'm pretty sure ALL the 'rules' regarding the canals are statutes and acts. These are NOT laws.
"An act or statute is a RULE of society given the force of law BY CONSENT of the governed".
